William Kelly
William Kelly founded the WBDA after his acquisition of the WBCBL in efforts to continue the success and history of the original women’s basketball development league. His vision was to rebrand the league by adding value and support to team owners and players by creating the best platform in the industry. William has a background in sales, marketing, finance, sports management and consulting, in addition to being a team owner. He is driven by his love for basketball, business savviness and passion to help progress women’s sports. He is ready to begin the next chapter of change by implementing the new structure and plans.

high-profile athletic personalities. She has worked with Various sports organizations such as the “National Vice President of Marketing and Public Relations,” for the Labelle Community Football League (LCFL); which was formerly owned by Grammy Award winning and R&B Singer (Ms. Patti Labelle). Ms. Spicely, has worked as the “National Director of Marketing and Public Relations”, for the “Minor Professional Football League (MPFL)”. She has worked as the “National Director of Sports Relations,” for the “Virginia Professional Football League (VPFL)”. She has also worked as the “National Director Partnership and Corporate Sponsorship”, for the Women’s Minor League Basketball Association (WMLBA).
Kevin Smith
Mr. Smith has a background in business, marketing, finance and account management. His focus will be establishing long term partnerships to generate revenue and create opportunities that would allow the WBDA to continue being the largest and most successful Women’s basketball development organization.
Darryl Todd
Darryl has officiated in the NCAA, semi pro leagues and the WBCBL. He will focus on creating the platform and structure for our officials, assist with game rule changes and all officials scheduling.
Dr. Kevin Butler Ph.D.
Dr. Butler is a legend in the basketball development industry, with around 40 years of service and assisting roughly 200 plus professional players. He brings prior basketball operations experience within the NBA, ABA, CBA, IBL, NWBA, and USBL leagues respectively.

Dr. Butler will be responsible for providing player development camps and clinics designed to help individual players and teams improve in skill proficiency while assisting ownership groups in conducting annual team combines. He will take the lead in the development of the following: The All-Star Game, and Annual League Draft Combines. He will also facilitate all pro player combines designed to market our players to teams and leagues overseas.
